Meet the Board of Trustees

Brad Cole

Chairperson

Brad Cole serves as Chairperson of the Board of Trustees. Brad was appointed to the Firefighters’ Pension Investment Fund Board in January 2020.

Brad serves as executive director of the Illinois Municipal League (IML), which is the statewide association of all 1,295 cities, villages and towns in Illinois. Since 1913, IML’s mission has been to articulate, defend, maintain and promote the interests and concerns of Illinois communities. He began in this position in December 2014.

Brad previously served as Senior Vice President of Pepsi MidAmerica, a privately-owned soft drink bottling and distribution business servicing a five-state (AR, KY, MO, IL, TN) franchise territory. Prior to entering the private sector, he worked as Downstate Director for U.S. Senator Mark Kirk of Illinois. He was elected Mayor of the City of Carbondale, Illinois, for two four-year terms, which followed one four-year term on the city council. Before entering local government service, Brad was Deputy Chief of Staff to Illinois Governor George H. Ryan. 

In addition to his position on the FPIF Board of Trustees, he also serves on the Police Officers' Pension Investment Fund Board of Trustees.

Brad is a graduate of Southern Illinois University at Carbondale, earning a bachelor’s degree with a double major in political science and biological sciences, and a master’s degree in legal studies from the SIU School of Law.

Chuck Sullivan

Vice Chairperson

Chuck Sullivan serves as Vice Chairperson of the Board of Trustees. Chuck was appointed to the Firefighters’ Pension Investment Fund Board in January 2020. 

Chuck has been President of the Associated Fire Fighters of Illinois (AFFI) since January 2020. The AFFI represents over 15,000 firefighters and paramedics in 225 locals across the state.

Prior to becoming the President, he served as the AFFI Central District Legislative Representative from 2008 – 2020. During that time, he worked extensively on legislation and rules within Article 4 of the Illinois Pension Statute that affects Downstate and Suburban Firefighters.

Chuck has an associate degree in Fire Science and a bachelor’s degree from Eastern Illinois University. He was a firefighter with the City of Champaign from 1995 until his retirement in March of 2022 at the rank of Battalion Chief. Throughout his career, he was active in his local, Champaign Firefighters Local #1260, holding various Executive Board positions. In addition, he is a veteran of the U.S. Air Force and served in Desert Storm.

Chuck resides in Chicago and has two sons.

Matthew Kink

Secretary, Participant Trustee

Matthew Kink serves as the Board Secretary of the Board of Trustees. Matthew has served as a Participant Trustee on the FPIF Board of Trustees since its inception in January 2020. 

Matthew has been a member of Springfield Firefighters Local 37 since January 2012. During his time with the Springfield Fire Department, Matthew served the department and Local 37 in several capacities. He served four years with Springfield’s Foreign Fire Insurance Board, served as the Treasurer for Local 37, and currently serves as Local 37’s Shift Steward. Matthew is in his second, three-year term as a trustee with the Springfield Firefighters’ Pension Fund, which has assets over $140 million.

Matthew received his Bachelor of Science degree in Finance with honors from the University of Illinois Urbana-Champaign in 2003. Furthering his studies, he earned a Juris Doctor and Master of Business Administration from Creighton University in 2006.

Matthew is licensed to practice in law in Illinois and prior to joining the Springfield Fire Department, he was Senior Counsel for an Information Technology/Software Corporation. Most recently, Matthew advised clients on tax, estate planning and elder law with an estate planning law firm.

Matthew and his wife, Lynn, have two children, Ava and Joseph. In his free time, Matthew enjoys running and spending time with his family.

Greg Knoll

Treasurer, Beneficiary Trustee

Greg Knoll serves as the Treasurer of the Board of Trustees. Greg has served as a Beneficiary Trustee on the FPIF Board of Trustees since  January 2021. 

Greg has over 38 years of service in two municipal fire departments in the south suburban Chicago area. He has served continuously as an elected Article 4 Trustee on the Homewood Firefighters’ Pension Board since 1976. He also served as an appointed Article 4 Trustee on the Riverdale Firefighters’ Pension Fund for another five years. In 1999, Greg was appointed to the Article 3 Homewood Police Pension Board and continues to serve in that position.     

Greg has multiple associate degrees from Prairie State College, a bachelor’s degree from Southern Illinois University and a master’s degree in Public Education from Governors State University. He has also earned numerous certifications through the Office of the State Fire Marshal.

He and his wife reside in Chicago’s south suburban area.  

Kevin Bramwell

Participant Trustee

Kevin Bramwell has served as a Participant Trustee on the FPIF Board of Trustees since its inception in January 2020. Kevin currently serves as the Chairperson of the Investments & Operations Committee while also serving as a member of the Audit & Compliance Committee and the Legislative Committee.

Kevin is a 20-year employee of the Bolingbrook Fire Department. He currently serves as a Firefighter/Paramedic and is a member of the Bolingbrook Fire Department’s Hazardous Materials Team. He served for over 10 years as the President of the Bolingbrook Firefighters’ Pension Fund and serves as the Chairman of the Bolingbrook Firefighters’ Retiree Healthcare Funding Trust. Kevin also serves as the Union President of the Bolingbrook Firefighters Association IAFF Local 3005.

Trustee Bramwell and his wife Stefanie have a daughter, Emma, and a son, Jake. Kevin is a member of the Bolingbrook Rotary Club, coaches little league baseball, and is a member of his church’s executive council.

Tom Dailly

Executive Trustee

Tom Dailly has served as an Executive Trustee on the FPIF Board of Trustees since August 2021. Tom currently serves as a member of the Audit & Compliance Committee and the Legislative Committee.

Tom Dailly was sworn in as Schaumburg's sixth Village President in May 2019, after serving as Village Trustee from 1988 – 2009 and again from 2014 – 2019. He is Vice President of the Northwest Municipal Conference and serves on the Executive Board, Legislative Committee and Transportation Committee. He represents the village with the DuPage Mayors and Managers Conference, serves as President of Joint Action Water Agency and is a member of the Illinois Municipal League. Mayor Dailly also sits on the Meet Chicago Northwest Board and serves as the village's Liquor Commissioner.

As a 40-year resident of Schaumburg, Tom’s goal has remained focused on helping the Schaumburg community become the best place to live, work, play and raise a family. As a longtime Village Trustee and someone who has served on multiple village committees and commissions, Dailly saw firsthand many of the developments that have shaped Schaumburg's progress over the past several decades, including the acquisition of the Schaumburg Regional Airport, the construction of Wintrust Ball Field, the opening of the Renaissance Schaumburg Hotel and Convention Center and the ongoing redevelopment of the former Motorola Solutions campus in the 90 North District.

Dailly’s continued love for Schaumburg fuels his passion to maintain the high quality of life that Schaumburg residents have come to enjoy.

Doug Krieger

Executive Trustee

Doug Krieger has served as an Executive Trustee on the FPIF Board of Trustees since January 2023.

Doug Krieger has and continues to serve as the City of Naperville’s City Manager for the past 13 years. Prior to that he served as the Director of Finance for Naperville for five and a half years.  Doug has served as Trustee for the Naperville Firefighters’ Pension Fund and also as Trustee for the Naperville Police Pension Fund.  Each of these funds currently has well over $200M in assets.  Doug served as a member of the Pension Fairness for Illinois Coalition from 2008 to 2010.  Prior to joining the City in 2003, Doug spent nine years with PricewaterhouseCoopers, LLC and Coopers & Lybrand LLP in the Audit and Business Assurance Services group as a Certified Public Accountant, auditing a number of different defined benefit and defined contribution plans.  Doug also served as a naval officer in the submarine service of the United States Navy.  Doug received a Bachelor of Science degree with Merit in Political Science from the United States Naval Academy and his Masters in Business Administration, with concentrations in Finance and Accounting, from the University of Chicago. 

Herb Roach

Executive Trustee

Herb Roach has served as an Executive Trustee on the FPIF Board of Trustees since January 2021. Herb currently serves as a member of the Investments & Operations Committee.

Herb served as Mayor of O’Fallon since May 1, 2017, after serving on the City Council from 2011 – 2017.

Herb has over 40 years of executive management experience with manufacturing, distribution and financial organizations, and experience in business development, budgets, organizational development and strategic planning.

For over 30 years, Herb has actively volunteered his time and effort through many civic and charitable boards and committees on the local, state and national level such as: Former Member and Chairman of Employer Advisory Board to the Dept. of Labor in Washington, D.C, Member of the Metro East Small Business Development Advisory Board, Member and President of District 90 School Board, Member of the State of Illinois Board of Education where he served as chair of the Technology Committee, Past Member of the Board of Directors for the Illinois State Chamber of Commerce and Past Member of the Board of Directors of Lindenwood University.

Herb currently serves on the Board of Directors of the Illinois Municipal League, is Vice Chairman of Illinois Transportation Planning Committee of the East-West Gateway Council of Governments, Vice-President of the Southwestern Illinois Trade & Investment Council, and is a member of the O'Fallon-Shiloh Chamber of Commerce, O'Fallon Rotary, American Legion and the Knights of Columbus.

He is a native of O’Fallon and has three children with his wife, Nancy.

Jason Skilondz

Participant Trustee

Jason Skilondz has served as a Participant Trustee on the FPIF Board of Trustees since Janaury 2023.  

Lieutenant Jason Skilondz is a 15-year veteran firefighter with the Wheaton Fire Department, a Fire Investigator for Wheaton & DuPage County Fire Investigator’s Task Force, the Treasurer for Wheaton Firefighters Union Board Local 3706, and the Board President for the Wheaton Firefighters’ Pension Fund.  Jason began his firefighter career as a volunteer for the Plainfield Fire Protection District and also volunteered for Little Rock Fox Fire Protection District. He achieved his associates degree in Fire Science at Joliet Junior College.  During Jason's 13 years on the Pension Board, he has attended every annual pension conference to keep current on new developments pertaining to the Article 3 and 4 pension systems. During his tenure, the Wheaton Firefighters’ Pension Fund has actively grown their investment assets from $13 million to $50 million and increased their funding level from 68% to 83%. Jason has a passion for investing at an early age which was instilled in him by his father who was a financial advisor.  Jason uses his passion, education, and experience to ensure the firefighters he represents have an understanding the importance of investing in their futures and the pension fund he cares for is well secured.
